The State Goverment should not be a clearing house for community efforts but a funder of programs to meet local needs.
When the State Government provides technical assistance with no money to support its recommendations, those recommendations become an unfunded mandate.
Communities for Life is not about putting more pressure on local officials to meet the needs of the residents but about helping local officials support families.

To make Communities for a Lifetime become a reality, it is critical that federal and state governments invest in building infrastructure. There was a time when the Secretary supported that investment instead of the other way around.
